- 1) Parallel Session 4 examines the policy vision and tasks of local governments that are attempting to restore the engine of growth with ‘local circular economic system’ and ‘inclusive economic system,’ thereby transforming local economies currently led by market economy and passive foreign dependency 2) Local economies’ conundrum is not simply caused by the absence of cash, but the economic system that leaks cash. Local economies hence need to undergo structural reform designed to maximize capital inflows while minimizing outflows 3) Attraction of businesses that maintain a weak relationship with local economies can also exacerbate challenges facing the regions. Local governments thus need to formulate development strategies enabling the creation of an ecosystem that, despite its small size, stimulates the circular flow of various sectors - Special Speaker) - Speaker 1) Inclusive Growth: Why Regional Economies Need Structural Reform - Speaker 2) A Social Economy Approach to Implementing a Circular Economy - Speaker 3) - Case Study & Policy Proposal - Commentary -
